The Public Health Ministry told senators on Monday that Thailand had no "free cannabis" policy and that the government is planning tighter controls.
A "free cannabis" policy refers to the unrestricted use and distribution of cannabis in the country.
A report by South Korea's Yonhap News Agency on May 7 said that police had arrested 14 South Koreans who allegedly smuggled cannabis from Thailand and Canada into Europe.
Public Health Minister Pattana Promphat insisted that cannabis use in the country remains restricted, warning that illegal sales can result in immediate arrest.
He said the ministry had already updated regulations governing research, export, commercial sales and processing of controlled herbal products.
Mr Pattana added that a Cannabis and Hemp bill is currently undergoing public consultation, which will conclude at the end of this month.
Mr Pattana pledged to expedite the legislation's passage through parliament in order to strengthen controls over cultivation sites and cannabis farms.
